Design stage: Feasibility study

TEP-SOYUZ scope of work

  • reviewing available input data and other relevant documentation;
  • collection of missing input data and conducting the surveys necessary for the development of feasibility studies;
  • preparation of complete documentation set for feasibility studies separately for each of the eight substations based on the approved scope of work and in accordance with the requirements of the Ukrainian DBN and applicable for approval by the Ukrainian authorities;
  • providing support to Ukrenergo Project Implementation Unit (PIU) during the feasibility studies approval procedure by the Ukrainian authorities;
  • feasibility studies must meet all the requirements of the regulatory legal acts of Ukraine;
  • feasibility studies are provided in Ukrainian;
  • drawings and diagrams are drawn up in Ukrainian and English;
  • TEP-SOYUZ provides support in reporting in accordance with the requirements of the Terms of Reference of the General Contractor Agreement.

Main technical solutions

Reconstruction of eight substations is carried out with the introduction of a new automated process control system (APCS).

The grounds for the development of this feasibility study are:

  • investment program of NPC "Ukrenergo";
  • plans for the future integration of Ukrainian energy system into ENTSO-E.

In connection with the introduction of the automated process control system of a substation with a depth of automation, which should ensure the possibility of operating the substation in an automated mode, without the presence of permanent maintenance personnel, the feasibility studies provide for replacement:

  • main equipment of 330 kV switchgear (disconnectors);
  • main equipment of 330 kV switchgear (switches, disconnectors);
  • main equipment of 110 kV switchgear (switches, disconnectors);
  • auxiliary switchboard 0.4 kV;
  • electromechanical relay protection devices on modern microprocessors.

Further objectives of the project, in addition to the implementation of ACSTP:

  • reduction of electricity consumption;
  • reduction of electrical energy losses;
  • reduction of CO2 emissions;
  • increasing the readiness of substations;
  • reduction of operation and maintenance costs.

The project is going to be implemented in 2023-2024.

The project estimated cost is 32 millions USD.
